It was Ryan Smalls’ desire to protect the public that started his career in the 1970’s as a decorated criminal investigator for the United States Marine Corps Criminal Investigation Division. He went on to serve as Special Agent for the Naval Investigative Service, earning several awards from various government agencies throughout his career.

While traveling the world in service for his country, Ryan noticed a growing demand for fugitive apprehension. In 1998, Along with two retired law enforcement officers, Ryan formed an organization to find and seize fugitives, US Fugitive Service International (USFSI).

While determining the need to find and seize fugitives, Ryan’s company USFSI build relationships with the bail industry working with surety businesses, bail companies and indemnitors of defendants.

Sharing a similar vision, Turning Leaf is honored to have Ryan Smalls on board as a consultant for our Bail Enforcement Agent Accreditation program.
